I do think this one is too big – the proposed redevelopment of the rather ugly Cosmopolitan Motel on Carlisle Street St Kilda, opposite the Galleon. The problem is the rather long frontage combined with the height – 3 tall floors then 3 more with a tiny setback – plus being built right on the boundary means it ends up a massive wall. With circles in it. There’s a seventh setback floor you can’t see.
The context is pretty much older shops and flats, 2-3 floors. I’ve done a wonky sketch of its outline, since the documents don’t have an actual photomontage. It will also cast a shadow over the outdoor seating of the Galleon for nearly half the year.
It has a much longer frontage on the side street, Havelock Street, which is mainly older 1-2 storey cottages and flats. It’s only 3 floors here, but the site includes two Victorian houses which they’re proposing to deconstruct then rebuild only the front halves, stuck onto a long three storey wall, and same either side, which I think will look ridiculous. I’d prefer they moved them next to the other houses and kept them more intact.
Even though it’s a hotel not housing, they’ve gone to the Minister for a rapid permit, a process she’s accepted, so Council can only provide advice. They’re asking for a change to the planning scheme, because the current zone only about 4 floors. There was a short window for public feedback. All a bit strange, it’s not that important a project, but they’ve been trying since 2009, when Council then VCAT said no to a smaller proposal. If it’s built we’ll probably get used to …. or maybe hate it forever.
